Stephen W. LeBoutillier's Obituary
Stephen W. LeBoutillier died January 5 at Cornerstone Hospice House in Tavares. He was born in Brooklyn, NY. At the age of 7 he moved to Philadelphia where he graduated from Germantown High School. After High School, Stephen attended Franklin and Marshal college before enlisting in the Army. He was a veteran of the Korean War and a former member of the American Legion. After the Army, Stephen became a volunteer of the Philadelphia Civil Defense Council. Civil Defense became his career.
In 1993 Stephen retired from being the Director of Emergency Management Services for the City and County of Philadelphia, PA and moved to Florida. He and his wife first lived in Fox Run in Tavares where he was a Director in the Home Owners Association and a member of the Fox Run Boat Club. During that time Stephen was also an Assistant to the Chief of Lake County's Emergency program and the Disaster Action Team Chairman with Florida's Coast to Coast Red Cross chapter. He helped establish a CERT team at Fox Run.
In 1998 when they moved to Scottish Highlands in Leesburg, Stephen was an active member of the Lake County Volunteer Program. He coordinated educational sessions with the Red Cross and Lake County Emergency Management for the residents. Stephen continued his love of boating with the local Newcomers Club. In 2017 Stephen and his wife moved to Lakeview Terrace in Altoona. There he enjoyed his fondness for games of chance with his fellow residents.
Stephen is survived by his wife Joanne and his brother Anthony.
